2023 FEMA STOS PROGRAM YEAR EARLY BIRD ONBOARDING FOR FEMA-APPROVED TSPS STARTS NOVEMBER 1. GENERAL ONBOARDING STARTS NOVEMBER 15.
For those of you new to the FEMA STOS Program, you may be wondering what exactly it is. “FEMA STOS” is short for FEMA Standard Tender of Service which is the guiding document that governs the FEMA Tender of Service Program. So for short, we refer to the FEMA Tender of Service Program as the “FEMA STOS Program”.
FEMA is now offering an Early Bird Registration from November 1 – November 15 for all currently FEMA-approved TSPs.
Take advantage of this two week period where FEMA will only accept 2023 applications from TSPs who were approved for the 2022 FEMA STOS Program Year.

As a way to kick off the opening of general onboarding and to set up all applicants for success, FEMA is hosting a Virtual Industry Day! We encourage all TSPs applying to be a part of the 2023 FEMA STOS Program Year to join. Members of the STOS team will review the onboarding process and highlight changes from previous years followed by a Q&A session.

Check out the program website: http://www.fema.gov/transportation-programs. Navigate to “Instructions for TSPs.” Here you can find step by step instructions about the onboarding program.
Check your status in the System for Award Management (SAM) ASAP (and register if needed) if you are interested in participating in the 2023 FEMA STOS Program Year. For new registrations in the System for Award Management, the process takes at least 15 days. You must have an active registration in the SAM before even beginning the rest of the onboarding process. Remember, registration in the SAM is FREE.
The form to request LSCMS accounts has changed! Now called the LSCMS-C Access Control Form, we only need applicants to fill out the “Requestor Information” and “Requestor Signature” sections. Remember, all TSP applicants need at least one LSCMS account user, but are welcome to have more.
We’ve added a form called the TSP Registration Form. With this, FEMA will collect critical information like the TSP’s preferred bid email and bid phone number. FEMA only needs one copy of this form per TSP.
